Textile Machinery Sector Faces Economic Context

Following several quarters of sustained recovery compared to the minimum levels recorded during the two-year period from 2008-09, Italy’s textile machinery industry has seen a slowdown in new orders.

This downturn, already apparent in the year’s second quarter, was stressed during the summer period from July to September, as illustrated by the economic survey conducted by Association of Italian Textile Machinery Manufacturers - ACIMIT’s research department.

The overall index of orders for the year’s third quarter shows a 45% decrease compared to the previous period, stopping at a value of 70.8 points. The greatest drop was recorded for exports, where the index registered 75.3 points (-46%). On the domestic market, orders fell by 39%, for a value of 60.4 points.

The economic context will remain uncertain over the coming months. Economic growth at a global level is slackening off, and this is also occurring in emerging markets with a greater demand for textile machinery. For both the domestic and export markets, the majority of manufacturers estimate that the fourth quarter of 2011 will, on the whole, bring in a stable flow of orders, compared to the three previous months.

However, regarding export markets, and in spite of the positive signs at the recent ITMA trade fair, the percentage of companies forecasting increased orders is greater than those which foresee increases in the domestic market (34% compared to 13%).

ACIMIT (the Association of Italian Textile Machinery Manufacturers) is a private non-profit making body and its main purpose consists in promoting the Italian textile machinery sector and in supporting its activity, mainly abroad, through the most updated and innovative promotional means, constantly improved during its more than 60 years of life.

Oerlikon’s staple fiber plant to start in mid 2011

With a major order in the range of tens of millions of Euros for the manufacturer of textile machinery and plant engineering, the company closed the business year 2009. The orderer of the new staple fiber production plant is the well-known Korean company Hyundai Engineering that is responsible for an overall project for which Oerlikon Neumag will deliver the plants.

Exactly at the end of 2009 the business year could be concluded with a major order in the range of tens of millions of Euros. The order comprises of two production lines for the staple fiber production, each with a capacity of 200 tons per day. Here Oerlikon Neumag supplies the fiber spinning plant and the entire fiber line equipment. In addition, the company carries out the supervision of erection works and the commissioning. In future, the plants will produce staple fibers from polyester that are also known as „cotton type”. In the following manufacturing process, the polyester fibers will normally be blended with cotton and then spun as textile yarns.

“For this important project, we opted for Oerlikon Neumag as this company offers large technology know-how and the expertise for our high demands. In addition, Oerlikon Neumag often showed that this company is a reliable and competent partner for the development, production and installation of major staple fiber plants”, says Beom Seob Sim, General Manager of Hyundai Engineering.

With more than 50 production lines of this plant type sold since 2002 and with a 25% share in the worldwide market in polyester staple fiber, Oerlikon Neumag again underlines with this major order its leading position in this market segment. The manufacture of the plant is planned for 2010 and the commissioning for mid 2011.

Textiles And Clothing Industry Sector Can Re-Employ 1 Million Workers

The textiles and clothing industry can re-employ about one million workers who may lose jobs this year and create another 2.5 million additional jobs in the next couple of years for the poorest and least educated among our work force, if the available policy space is used judiciously. This industry is the most effective vehicle we have for ensuring inclusive growth with minimal government expenditure.
The following are the major adverse factors currently impacting the industry:
-Declining exports and UVR
-Huge incentives available in competing countries
-Insufficient working capital because of declining profitability
-Uncompetitive raw material and input costs
-Volatility in currency movements
The stimulus packages of 7/12 and 2/1 have not addressed any of these issues effectively. Releasing funds for TUFS for the period up to 30th June 2008 (which were due around one and a half years back), a partial reinstatement of interest subvention on export credit that had been withdrawn from October 2008 and some cosmetic changes in duty refunds incorporated in the packages do not have the potential to rescue this industry from its current crisis and to lead it to a path of sustainable growth.
Declining exports and UVR
DGCI&S figures show significant and persistent decline in T&C exports. In August and September 2008, there has been export deceleration by 2.3 percent and 8.8 percent respectively, compared to the same period of 2007. Data available from USA for January-November 2008 show that their imports of T&C products from India during this period not only had a negative growth compared to the previous year, but also registered a decline of 4 percent in UVR. The situation in the other major markets is similar and the subsequent months will be substantially worse because of the increasing impact of global economic crisis.
Incentives Provided by Competing Countries
Most of our competing countries have implemented rescue packages for their T&C industries, in the context of the current global economic meltdown. Some examples are given below:
China-
-In July 2008, China announced a 2-4 percent increase in the rates of VAT refund on T&C exports to take them uniformly to 13 percent.
-In October, they increased VAT refund further to 14 percent.
-From January 2009, it has again been hiked to 15 percent.

Turkish Carpet Industry Invests In French Machinery

The production of traditional and modern style carpets in the fast growing Turkish city of Gaziantep is about 300 millions square meters in 2008. The process includes state of the art spinning and weaving machines, much of them from France.

Gaziantep, the Turkish cluster for carpet manufacturing - Turkey has a long tradition of carpet craftsmanship. In the South-East of the country, a little more than one hour fly from Istanbul, close to the Syrian border, a 1 million people city, Gaziantep, has grown to become the capital of the machine made carpet industry. Modern housing and manufacturing plants are built at such a speed that the city looks really different every few months.

The textile industry and particularly the carpet manufacturing are responsible for a good part of this exceptional growth explains I.Yalçin Konukoglu, the President of the Gaziantep carpet makers Association.

He explains “in Gaziantep and its close vicinity, there are 189 carpet mills which employ directly or indirectly more than 30 000 employees. These mills represent more than 80% of the Turkish carpet industry and 70% of them are vertically integrated, they spin their own yarns and weave the carpets. Not long ago they were running about 3 000 locally made weaving machines, less than 200 are still in use but 650 modern weaving machines have been erected giving the area an annual capacity of 300 millions square meters.”

President Konukoglu analyses the success of these companies, small or big: “their entrepreneurship spirit with a clear and consistent strategy to go after the mass market worldwide, offer good quality, maintain low production costs and sell at reasonable profits; follow the fashion trends on the different markets worldwide”. One main trend has been the shaggy carpets (long hair), it is here in Gaziantep that it has been developed.
